Lochside Drive Revitalization Project

Lochside Drive is a significant, well-used waterfront gateway into the Town of Sidney. The Lochside Revitalization Project presents a significant opportunity to enhance this entrance gateway.

To advance this project, three concepts with various costs were developed for Council's consideration. Prior to selecting a preferred concept, the Town of Sidney presented the concepts to the public in order to gather comments and feedback, which were presented at an open house, held on November 20, 2008, at the Mary Winspear Centre, and on display at the Town Hall from Friday November 21 to Friday November 28, 2008.

Upon reviewing the responses from the public participation process, Town staff found that the majority of Sidney residents preferred Concept 2. Described as the middle-of-the-road option, Concept 2 included formalizing the landscaping along the northern portion of the linear park and introducing pedestrian connections between the upper level and the lower walkway. The concept also established several parking areas, providing angled parking spaces in several areas along the length of the study area. Bus stops would be improved in this plan, and gateway signage at the south end will establish Lochside Drive as the southern entrance into Sidney. The northbound bike lane benefits from this project through a paved shoulder and formal curbs. The Town would like to thank all those who attended the public open house and the Town Hall display and provided their comments.

The Town of Sidney has received both provincial and Federal grants towards the Lochside Drive Revitalization Project, totaling $750,000. In order to provide the remaining $375,000 required to complete the project, the Town of Sidney adopted a bylaw that authorized the Town to borrow the funds to cover the remaining costs of this and two other capital projects.



Key Background Facts:

The project area extends between the Town's southern boundary and the entrance to Tulista Park, which is approximately 760 metres in length. The total area of the project encompasses over 13,000 square metres (just over 3 acres).

In 2004, the Town undertook a beautification project to remove 18 utility poles and bury cables along Lochside Drive.

Phase 1 of the Lochside Underground Wiring project was completed in early 2006. This project was partially funded by BC Hydro, Telus and Shaw Cable Systems beautification grants.
