Council approves Temporary Use Permit for Extreme Weather Response Shelter at St. Andrew Anglican Church
Following extensive community input, Council approved a Temporary Use Permit for an Extreme Weather Response Shelter at St. Andrew Anglican Church at 9691 Fourth Street. The shelter will be operated by Beacon Community Services and will open only on nights when extreme winter weather poses a risk to people experiencing homelessness. Under the permit conditions, the space may not be used as a shelter at any other time. The Temporary Use Permit is valid for up to three winter seasons.
The proposal builds on a successful pilot warming centre held earlier this year in the Nell Horth Room alongside the Sidney/North Saanich Library, which operated without incident over seven nights and served 15 individuals, primarily older adults. The Extreme Weather Response Shelter offers some advantages to the warming centre, by providing sleeping mats and a warm meal in a more structured overnight setting, with no re-entry during overnight hours to support safety.
It is anticipated that operational and staffing costs will be covered by BC Housing. The initiative aligns with the Town’s Strategic Plan priorities.

Council gives three readings to Zoning Amendment for proposed 75-unit rental apartment building on Third Street
Council gave first, second, and third reading to a Zoning Amendment Bylaw for 9972 Third Street. The amendment would rezone the eastern portion of the property from RM6-R Multi-Unit Residential – Rental to RM7 Multi-Unit Residential – Tier 2, creating consistent zoning across the site.
The zoning amendment proposal is also accompanied by a Development Permit application for four-storey residential building containing 75 apartment dwelling units and a Development Variance Permit application related to front yard setbacks, rooftop access siting, and the height of rooftop access structures. Council will consider adoption of the Zoning Bylaw Amendment and approval of the Development Variance Permit application and Development Permit application at a future meeting.Active Development Applications Video
Council approves temporary food service contract at the SHOAL Centre
Council approved a temporary six-month arrangement allowing Beacon Community Services to partner with Truffles Catering to provide food services from the commercial kitchen at the SHOAL Centre.
The arrangement follows a fire that damaged Truffles Catering’s operating facility in Central Saanich earlier this summer. It will help ensure continuity of meal services for residents and visitors at the SHOAL Centre while Beacon Community Services addresses current staffing challenges and reviews long-term food service delivery options.
The SHOAL Centre commercial kitchen supports food services for Assisted Living and Independent Living residents, as well as visitors and community programming. Revenue generated through the arrangement will help offset food service operating costs and support the continued delivery of services at the SHOAL Centre.
