Application for Extreme Weather Response Shelter at St. Andrew Anglican Church moves to neighbourhood notification stage
Council has advanced a Temporary Use Permit application to the neighbourhood notification stage to support an Extreme Weather Response Shelter at St. Andrew Anglican Church (9691 Fourth Street). Community members are invited to share feedback ahead of Council’s consideration of the application on July 13.
The shelter would be operated by Beacon Community Services and open only during extreme winter weather conditions that pose a risk to people experiencing homelessness. The proposal builds on a successful pilot warming centre held earlier this year in the Nell Horth Room alongside the Sidney/North Saanich Library, which operated without incident over seven nights and served 15 individuals, primarily older adults already connected to services at St. Andrew’s.
The proposed shelter would enhance this model by providing sleeping mats and a warm meal in a more structured overnight setting, with no re-entry during overnight hours to support safety. Operational and staffing costs would be covered by BC Housing, and if approved, the Temporary Use Permit would allow seasonal operation for up to three years. The initiative aligns with the Town’s Strategic Plan priorities.
Council approves Town of Sidney’s 2025 Annual Report
Following a two-week public review period, Council has approved the Town’s 2025 Annual Report. The report provides an overview of key achievements and major projects from the past year, along with detailed financial statements and a progress update on the Strategic Plan.
Highlighted accomplishments include advancing long-term infrastructure funding through efforts to update Development Cost Charges, planning for disaster water supply and sea level rise, undertaking a Citizen Satisfaction Survey, and meeting provincial housing targets, made possible in part by the recently updated Official Community Plan (2022) and Zoning Bylaw (2024), which were confirmed to align with 20-year housing needs.
The report also outlines plans for 2026, including the potential establishment of an Extreme Weather Response Shelter, development of a Tenant Protection Bylaw, and planning for a new Town Hall with community input.
