To better balance the parking needs of residents, visitors, and local workers, the Town is introducing a Residential Parking Permit Pilot Program on Third Street between Sidney Avenue and Henry Avenue. Parking in this area will become time-restricted to discourage all day parking, however, residents will be able to purchase permits to be exempted from the time limit.
This initiative follows a 2022 parking study by WATT Consulting, which identified increasing parking demand near the downtown core and spillover parking on nearby residential streets, including this section of Third Street.
Before moving forward, the Town asked property owners in the area whether they supported introducing the pilot program. More than two thirds of respondents expressed support for it.
Program Details
Beginning April 13, 2026, there will be a 3-hour parking limit from Monday to Saturday, 9 am to 5 pm on Third Street between Sidney Avenue and Henry Avenue.
Vehicles displaying a valid residential parking permit will be exempt from the three-hour limit.
All other parking regulations, including Sidney’s 24-hour maximum parking limit, will continue to apply.
Residential Parking Permits
Residents within the pilot area may purchase one residential parking permit per residential address.

Cost: $50 per year
Permits purchased in 2026 will be valid until January 30, 2027.
Permits are linked to the residential address, not a specific vehicle, and may be transferred between vehicles, including for visitors. Proof of residence (such as a driver’s licence or utility bill) is required when purchasing a permit.
Permits are intended for use by residents and their guests only.
On-street parking remains public and unassigned, available on a first-come, first-served basis.
